De- confuse the whole things :
1. Permission on the sites - think about it as permission to have access over the design and the edit of the pages can be classified as sites level settings.
This is default you must see this in every SharePoint site out of the box (OB).
LOOK HERE: ( you have to be a site owner to see these things)
Do you see the wheel icon and the Edit Icon.
The Wheel icon can be confusing but this is the part of the confusion lies.
The wheel is used for all setting.
I am on a HOME page of the site so when i click setting, I will get the following permission for the ENTIRE SITE. (SITE PERMISSION)
This is easy to follow. Just click it and your can get to the advance site level page to set and remove permission for your user.
LIST PERMISSION SETTING
The main issue is that we need to have list or libraries on our website.
So I am going to add a list here.
The List name is shown as TestSiteListOne
The List Detail icon is also shown
The Wheel is also shown at the top, but clicking the wheel this time (because you are how on a list) will reveal a new type of setting menu - the list setting.
This setting will allow Owners of the site to set permission ONLY on this SharePoint Component.
